You're probably correct as Matt had indicated that the next route was going to be more freight based.
But VIA uses CN's tracks so there is a small possibility there could be some passenger service we will have to wait and see.

There is passenger on CN lines VIA uses CN tracks, for CP the Rocky Mountaineer uses CP tracks from late April until the fall.
