Steam trains are in 'pre-development'. TSW2 itself was one of the major updates needed to get steam engines needed, but they're far from being ready.
There is a bug where starting TSW1 when TSW2 is installed deletes TSW2 from your system, so you probably will need to delete TSW1 anyway.
