I think this is the issue of using Save and Resume. I remember Newport was one of these "trouble" stations...Try running the scenario again in one...
I've just run this scenario and completed it, no issues. Even used Save/Resume...
Not to worry ,there's PLENTY of bugs for all to experience...Lots of broken Achievements and Scenarios on many different routes...
