I think there is. I remember seeing a video where a driver had to stay at the front to have the train "Wrong Rail" into Bank Station.
They don't light much directly in front of the train, but they actually reach further and illuminate the speed boards.
The Headlights Shine further IRL than in the game. Also, IRL, speed limit boards reflect the light from the headlights, making it easier to see...
