I had the same, I arrived early at some stations and on time on the others and it said I failed ALL of them? On TS2018 arriving early isn't a fail.

I've noticed this, tried a night time scenario and it looked more like the light was outside of the train.
The frame rate isn't too bad on my One X. I don't know for sure but it feels like the game will often be higher than 30fps. It even holds up...
