To have Gatwick Express on East Coastway it would require a new train. East Coastway is set in 2009, before the 387s were built.

All routes released for and after TSW3, including those that have been remastered from earlier TSWs, use the new lighting.
The remaster is set circa 2017.
The Koln to Aachen route is a TSW2 route. It uses the old lighting that predates TSW3. The result being it is pitch black at night.
The 390 isn't layering onto the Carlisle route. It didn't even exist then.
