I didn't add any new paths to scenario planner but that's on me for not thinking about it at the time. Maybe in a future update though.
You can extend a route by removing the portals and building track from there. But that would requires teams to build new art, lay track, signals...
Probably worth saying that any remaster in the style of WSR will most definitely not have new stations/track/extensions.
HST wipers have a fix (quoting Matt on stream) and GWE can be remastered without a GWR license, just can't add new stock or stations.

Rivet's DLC is not needed for the main services, although it is needed for the winter special services that run at night through December.
