Correct me if I'm wrong, but playing the timetable mode where you spawn in without a train - isn't that free roaming? Or do you mean something else?
Dealing with broken down trains takes a lot of time (sometimes hours) in real life. I can't imagine waiting for an hour or two in TSW for another...
