I must have done the same run 6 or 7 times in a Talent2 on Nahverkehr Dresden recently until I figured out why I was getting pinged by PZB :D it...
You are going down a 0.6% gradient at 69km/h there is the problem, as above, at least 5km/h below the specified PZB limit.
