Yeah, it was suprising to me as well! DTG should really fix critical issues like these, it ruins the gameplay.
I was finally able to clear this one in scenario mode. The only thing I did different this time was to not wait after load passengers was complete...
I've reported the issue to DTG, they'll look into it.
I'm on PC. I haven't raised a ticket for this, will try your suggestion. Thanks!
Thanks for confirming the issue. You're right about the timing, I sat at Botanical Gardens doing nothing and SPAD still occured around that time....
