As somebody who only joined the franchise in December, why is there a no steam policy?
That would be such an obscure loco and I'd love to see it! What route are you proposing it run on? The only routes it could really do is an LMR...

As it is the 200th anniversary of Railways in Britain this year it would be amazing to see steam locomotives even if just one return to the Train...
