I tested it literally yesterday... on both Boston and Trenton routes, to make sure it is not route-related...

Acela is not rideable in Free Roam... it has raised panto, but the screens arent activated, cant get reverser from off etc.

ok, I turned on a service from Trenton and woah, it does that thing with cruise control... I will try to uninstall and reinstall the DLC if it helps

they have to fix that AFB reset procedure after releasing from LZB - prototypically, you would only move AFB to zero and then back to desired...
