Can't answer why the others have their brakes cut in other then it was who wrote this particular run decided no to do it.
It is because SHGs is trying to give the most realistic experience possible and having the brakes cut out is normal when a locomotive like this is...
To cut in the brakes, go to the screen above the windshield, zoom in so you can see it, then navigate though the buttons to bring up the screen...
