Yeah I agree, I think a big part of the issue with running on seemingly endless greens is that there just isn't "enough" traffic out there, nothing slow moving in front which the player is catching up to. Now it's tricky as on something like BVE the signals were genuinely random, there could be a train ahead, on TSW one can check the timetable or the 2D map and that kinda spoils the illusion...

It does offer opportunities however where there are still manually controlled signals/crossings and the bobby is running a bit behind in setting things up and pulling off, heck I've had to walk down the line to a signal box (in preservation) to wake the bugger up as he'd dozed off (the fire was nice and warm in there that winter's day and I needed to dry off too given I got soaked on the walk). Ok, maybe not forcing the player to get out and physically walk to a box and enforce Rule 55 as that might be a tad too much ;)

Random engineering works or track inspections are welcome, hopefully with a late notice being posted on the timetable page so you have a chance to see what's coming up - but also bearing in mind that sometimes they head on out to do something urgent and you've already left...

Hopefully DTG put a slider in there as to the frequency or length of such issue (so possible trespasser ok, cable theft nope as that's too long).
