I was wondering if DLC could be transferred from console to pc because I have just bought it on console and I am planning to get it on pc and if it is possible it would save me money.
No, it's not possible to use it on PC without paying for it. As an alternative you might be able to get a refund from whoever you bought the console version from but you'll have to investigate your options there and perhaps argue the point. From what I've heard refunds have been provided before on console versions.

Yes, if you have a Microsoft computer then put both your xbox and pc to network transfer ensure both are on the same internet connection then go to your xbox and confirm the transfer. You can also do this with an external source plug it into your pc save all storage onto the external USB then plug it into your xbox to transfer all data. Hope this helped.
