Xbox Clinchfield Wagon/non-loco Liveries Not Showing Up On Xbox One

Clinchfield wagon/non-loco liveries not showing up on Xbox One under any circumstances they show up on the locos but not the wagons also when playing a service that is not part of a 'turn' service the liveries will only appear on the loco you are driving.

 

I just tried it and with every wagon and everyone i costum liveried was seen.(At least of senario planner)

 

Then the problem seems to be in service mode.
