Did you edit the picture yourself or did you find a solution in the game?

I also think that the game is totally overexposed, which is very annoying and unnatural. it would be nice if the developer would take care of the matter.
I took two pictures here where you can see the difference quite well (latest DLC) but it is also the case with all other TSW3 routes.

How it should look (looked at the blue sky for a very long time and then quickly looked down and made a screenshot)

and what it really looks like when you look at the train

I too think the brightness is similar to when the tsar bomba was dropped on the kola peninsula. I now play tsw in sunglasses

I haven’t found a solution so far unfortunately.

I think the issue is to do with the way eye adaption works and has been set up. It seems to be set up on high/bright for everywhere you look, so during the day, you’ll never really get any dark areas if you’re looking directly at it.

Details are also always blown out during the day, such as the sky and clouds, unless you look directly at it. It seems eye adaption has been set up in such a way that it replicates a camera with no HDR abilities, as opposed to how our eyes work.

It’s quite annoying and definitely needs some work on it.

If nothing else, it would help if they simply reduced the transition time by about 2/3. (Also, when exiting tunnels, the transition should begin before you actually reach the tunnel mouth).
