I stand corrected! Edit: I just checked my Steam purchase history and it looks like there was some sort of preorder or loyalty discount as I actually paid £53.99 instead of £59.99 It's going to have to be something really special to part with that sort of money this time round.
There is usually a 10% pre-order discount, yes. Some alternative stores such as greenmangaming can offer up to 15-20% directly after launch. I don't know about a launch release, but I wouldn't be surprised if we get another Dutch route sometime before TSW7.
