Steam I Own The Deluxe Edition But The Crosscountry Br220 Voyager Isn't Available For Download?

As the title says, i own the Deluxe Edition but for some reason the Cross Country BR220 Voyager isn't available to download and i was windering if anyone knows why this might be or how to fix it?
