I can't remember who it was, but someone from JT said it's highly unlikely the Cumbrian coast would be done as most of it is single track and that minimises the amount of services you can run on it, I'd love to see it personally but I can also understand why they aren't keen.
The section between Sellafield and Whitehaven is single but otherwise double track. In the 80s there was a regular flow of freight to and from the steel industry at Workington plus oil traffic to Dalston. Put it this way, more trains than if they attempted the S&C in the same time period.
