I've noticed reports for this bug at least 3 months old, apparently it was fixed at some point over a year ago but now is broken again.
When you load the Scenario there is a train already blocking the single way near Hempstead.
Train made by carts 7112, 7827, 7120 and 7453 it won't move and breaks the scenario because even though you can couple to it and shove it down the rail to the station, once it is time to do the trip back the signals will permanently be red and the Operator will repeat "Apparently your train is out of route" or something like that.
The train spawns there no matter how many times you restart, quit and load, quit game and try...
If you can't get rid of the bug, why not simply remove that train from that scenario?

Playing PS4 version, on a PS5 will all DLCs installed. I wouldn't care less, but not being able to complete it prevent me from getting the "LIRR: Accessed All Areas" trophy which requires all Scenarios completed.

Hmm tomorrow I'll try the "Arriving in time to trigger Ai".
Remindsme of the bug on one service in Peninsula Corridor were the Double-length train would roll out of SF and block the tunnel preventing yours and another Ai train from entering SF, but that was a Service, so aside from my 45+ minutes lost I could simply skip it, but this is a Scenario; these should be really solid in terms of conditions and Ai.
    I'll report tomorrow.

    Wow. It works!
I had to travel at 15mph and then hit the brakes hard as soon as I saw the clock reach the scheduled arrival, stopping anywhere in the platform and bang the other train moved!
