So I built a scenario starting at Hicksville using an M7 12-car (Loaded) and when I began the scenario, it gave me an M3. So I backed out of that, went back into scenario planner, remade the player service selecting the loaded M7 12-car and again it gave me an M3. So i went back to edit, this time selected an Empty M7 12-car and thats when it properly loaded.
