Nope, we had a long discussion about that in the DRA freight trains thread. Essentially, 2/3 star markings vs SS markings are a bureaucratic thing concerning how often maintenance has to take place. In actual railroading, they’re pretty much treated interchangeably and 2/3 star cars are allowed to go 120 km/h when loaded. We had explicit confirmation of this for the Laaers cars.
