I have collected many and it appears 0.04% have unlocked the achievement. You have to go to broken ones (the cabinets not the big ones). Recommend looking up a guide to find them all. The one below helped me find them all in TSW2020. https://steamcommunity.com/sharedfiles/filedetails/?id=1898687650
No, you're missing the point. The problem isn't finding them, it's interacting with them- you simply cannot. This is something that worked in TSW2020 which was broken in the port to TSW2.
Not sure what you mean. I don't recall anything different between the two games and got the achievement/all collectables in both (Xbox). The cabinets changed appearance once I walked against them and the collectable sound plays. I just collected one again on another profile with no issue. Route maps, no trespassing signs, electrical cabinets and first aid kits are the only things that can be collected in RRO.
Then that is weird: I have climbed all over those cabinets and nothing happens. Maps, signs and first-aid all function normally.
