I've experienced this twice, not sure if it happens on others, on WSR and TVL. At the very beginning of the journey mode I end up doing the first loco tutorial twice, also there isn't a route introduction which I'm unsure if it's deliberate.
When you load a route for the first time, it will automatically continues to route introduction or train tutorial. And if there's no route introduction, the tutorial will start instead. It will not be checked in the Journey mode unless started from the Journey mode list (like all other services), so you'll have to quit the tutorial and start it there. As far as I can remember, route introduction was added when TSW2020 was released. There's no route introduction in older routes except LIRR, MSB and NTP because they were included in the TSW2020 bundle.
