It should be noted that what they're effectively doing is not issuing the next franchise to tender, and automatically rewarding it to themselves. Typically OLRs are brought in due to the franchise being revoked, and the OLR is in place until a new franchise round can take place. I think, however, this will be a more permanent affair.
