The DB BR 406 ICE 3M from SKA on this route is a.i. only service. The services you can operate are S1, S2, S6, and S8. By default, S1 and S6 are used by DB BR 1442 but you need the other DLCs to operate the S2 and S8.
Yes ICE's and IC's run along that section North of Leipzig - it's the main line to Berlin. I'm not sure if this is still the case but there used to be a few ICE's that ran through the S-bahn tunnel to avoid a reversal in Leipzig Hbf. North of Messe is LZB fitted for ICE's to do 200km/h
