Well, this is certainly one of the more interesting routes being considered and I would sure love to see the variety of both track profiles and scenery art that could come with this kind of project. If you still can't decide on the setting, I think you could easily have a BR blue mainline and keep some of the more rural branches with steam era infrastructure. As for the technical side of things, how do you intend to make it work? I feel like even before laying a single meter of track, you would need to make your own drawings of station layouts as well as plans of the open track with gradients, curve radiuses (and associated speed limits) and maybe some other things. This is also one of the rare cases where the landscape can come after the track so that opens some possibilities of having very cool layouts.
