I personally feel that if there's an IET and a Voyager, the Voyager is more likely the deluxe loco, since to me at least, it feels like a bigger addition than a green version of a train we already have

That would honestly be super cool if that’s what it is! I think this idea has come up a few times already in surveys, and I’d imagine it ranked pretty high. Timetable Mode is fun as it is, but in my opinion there’s just not enough happening in terms of delays or unexpected events. The only thing is, they’d probably need to adjust the scoring system a bit if random issues like that are added.
In my eyes a deluxe loco should feel like a bonus, and not something you HAVE to buy for the route to feel realistic.
