The LOD transitions of the tracks has been improved, as they no longer pop back and forth from the previous level, which is good, but I'm finding the LOD transitions of the tracks still pretty obvious. UE4 has a built-in feature to transition LODs with a dithered fade, available in the v4.16 I've read that you are running.

It would be cool to implement this, at least just on the tracks to make them less noticeable (doing it to foliage might have unwanted artefacts).

Another nice feature would be sliders to set which objects we prefer to set to higher detail: tracks, rail vehicles, people and scenery, as I'd probably actually set the tracks low as I'd be more likely to notice the transition than the low detail myself (unless on foot) – but other people might think different. This would effectively be a LOD distance multiplier I guess.
This change would require much more work than the built-in dithered fade though!

    Cheers.
