You don't need Utilities. It's relying on old Microsoft dependencies which are not part of the OS anymore. Open .rwp files with 7zip and just copy the contents to RailWorks.

i feel like that utilities.exe hasn't been updated though, which we really need for utilities.exe to be fixed

As Spike pointed out the latest version of Train Simulator means Utilties.exe does not work any more.
There is a workaround so why does it need fixing?

Railworks has been around since 2007 I think and until a few years ago it worked as it should.
An update to make the game worked better stopped Utilities from working. As files are not made as .rwp there is no need for it.
You can still extract the files from a .rwp file using 7z and copy the files to your computer

I have no idea about those Error logs or what they mean, sorry.

Have a read of this when you are creating Scenarios

Can I just ask a clarifying question ? I can write.rwp files ( and do use them for my stock ) but does this mean that they can't be opened and distributed correctly by utlities.exe anymore ? I am aware of using 7zip as thats what I do myself anyway but I am thinking about my website's files for download.
