When I load a scenario up the I fire up the engine like normal but the throttle won't move I made sure the engine was in "Run" and not in "Start". I even make sure all the switches are set upwards and the throttle still won't move at all.

It's a 64-bit issue for me - run the scenario with the 32-bit version of the game and you'll probably be fine.
There is a fix posted by a chap named Kooth Odok over on Steam https://steamcommunity.com/profiles/76561198082318242/recommended/376958/ It's a bit of a faff. but I can confirm that it works. Shame DTG haven't figured this out in the two or more years this problem has been known. R.
Would it be the responsibility of DTG to fix it though? Its not their DLC, its VRC's, and they have disappeared from the Train Simulator Community.
The fix doesn't really work for me in the 2022 build. Yes the throttle lever moves now but it seems to break the "power/dynamic brake" selector lever. For me dynamic brakes are applied when moving the lever into the the power (1) position and applying throttle. I can kind of get around it (sometimes) by moving the selector lever with the reverser in neutral first but it's flaky.
I can confirm that the selector does not work with the fix, can't use the dynamics. Seems the only way is playing it in 32bit using the default CommonLib-1.1.out.
