i’m not an expert, but with most speed sets if you lower it whilst in motion then it’ll apply the brakes which won’t start releasing until you’re at the selected speed, and so you lose a few mph by the time they’re completely released. in reality drivers never use the speed set as a brake, only to hold the train at the desired speed
