I imagine the existing NEC and RT routes will eventually be updated with Journeys and made available on the PSN store for those people who were new in to the game after the TSW2020 release. Makes sense to keep as many routes as possible available to encourage new players in - they could even add them without Journey updates at a lower price point. That said, they're the two routes I've played least and I guess they'll have information about who's using which routes so will base their decisions on that.
NEC and RT are no longer part of the base game. So if you are new to the game, there is no current way to get them

I think you can get them, can't you? I mean West Somerset and Tees Valley are available in PSN store. Don't know about others as I have them (had them as part of the base game of the older version), so having said that. Yeah, as they were not DLC's for consoles, it's tricky one. I think at some point they are available thou as there are many players who play them.
That's the point. Three's no reason for them not to have been in the store so it was an error somewhere down the line
